I've ridden a few thousands kilometers across Europe the past years from various bike rental including urban bikes but those bikes are the worst ever. Rent for 2€ / hour or 6€ / day, you could probably buy a similar bike for less than 20€ in a junk store. Lockers & helmets are an additional 1€ per item. Bikes have noisy brakes and no gears. Cycling paths around Cascais are good but always along the road. You probably prefer to use your feet or your car. If you want to bike, find another bike rental shop.
