Nasceu no Porto, onde vive e construiu a sua carreira profissional. Enquanto designer de comunicação, fundou em 2009 o Portal da Queixa – o maior Marketplace de Reputação em Portugal. É hoje visitado por mais de 2 milhões de consumidores todos os meses, possui +700 mil utilizadores registados, +10 mil marcas presentes na plataforma e recebe em média 15 mil reclamações por mês.
Em 2019, criou a marca global Consumers Trust, que permitiu alcançar um novo posicionamento ao internacionalizar a sua plataforma para mercados com Espanha (Libro de Quejas), França (ReclameICI) e África do Sul (Complaints Book).
Pedro foi Embaixador dos Direitos dos Consumidores pela Comissão Europeia, através da iniciativa #yourEUright. Foi também co-fundador da Associação MEXE-TE para a promoção da Criatividade, Inovação e Empreendedorismo, em 2012.
